 Areal Flood Warning  Statement as of 11:42 am PDT on April 15, 2014


... The Flood Warning remains in effect until 145 PM PDT Thursday
April 17 for the North Fork stillaguamish river east of the State
Route 530 slide in north central Snohomish County...

Flooding continues on the North Fork of the stillaguamish river
upstream of the sr 530 slide due to debris from the State Route 530
slide partially blocking the river and the resulting pooling of
water behind the debris dam. We will be updating the Flood Warning
on a day to day basis.

The latest forecast is a significant change from the last few days.
Forecast rainfall amounts for the slide area and mountains are for
just under a half inch tonight... three quarters of an inch
Wednesday... and one inch Thursday. In response... the river will
start rising tonight... then rise sharply Thursday... cresting
Thursday night before midnight with the largest flows since the
slide occurred. The peak flow forecast for the North Fork river
near Arlington gage is near 12000 cfs and near 7700 for the North
Fork stillaguamish river at Oso.

At 1000 am PDT... the pool elevation was 284.67 ft.

The pool elevation is forecast to rise to 285.0 ft. By 500 am
Thursday then rise sharply to 287.7 ft. By Thursday night before
midnight. The pool elevation will start dropping significantly
Friday. There is a great amount of uncertainty in the forecast pool
elevation crest due in part to limited knowledge of how much water
the new stream channel through the slide debris will be able to
convey.

Precautionary/preparedness actions...

A Flood Warning means flooding is occurring or imminent. Most flood
related deaths occur in automobiles. Do not attempt to cross water
covered bridges... dips... or low water crossings. Never try to cross a
flowing stream... even a small one... on foot. To escape rising water
move up to higher ground.

Synopsis...a warm front will stall over the region today for rain 
at times. A cold front will cross western Washington on Thursday. 
Drier weather is forecast on Friday with weak high pressure 
overhead. The next front will arrive later Saturday. 


&& 


Short term...moisture will continue to stream over the area from 
the west today with warm advection providing some lift and giving 
rain at times. There may be a brief lull in the precipitation for 
some areas this evening ahead of an approaching frontal system. This 
frontal system will bring another good shot of rain to the area 
later tonight and Thursday with rain changing to showers late in the 
day. It will probably be breezy most areas Thursday evening behind 
the front in strong onshore flow. Showers will taper Thursday 
night...mostly confined to a Puget Sound sound convergence zone and over 
the mountains after midnight. Friday looks like a mainly dry day 
with weak high pressure in control. Schneider 


Long term...overall confidence in the long term period remains low 
as the models are still not aligned. The general pattern consists of 
an upper low over the NE Pacific with a series of fronts crossing 
western Washington. But the exact timing of each system is still unclear. 
Therefore will not make any widespread changes from the previous 
forecast. 33

Hydrology...river flooding is unlikely for the next 7 days. 


The exception is the North Fork of the stillaguamish river east of 
the sunrise 530 landslide near Oso where a Flood Warning remains in 
effect until further notice. Flooding continues for this river as a 
result of water pooled behind the debris dam that partially blocks 
the river. 


The North Fork of the stillaguamish near Arlington is forecast to 
rise about a foot today...then rise an additional four feet on 
Thursday with a crest close to 9 feet. The river level will begin 
falling later Thursday night and continue falling Friday as high 
pressure moves over the area. 


Total rainfall for the slide area through Thursday night will be on 
the order of two inches. 


Additional fronts will affect the slide area later Saturday and 
Monday. These systems are not expected to be especially wet or 
hydrologically significant but they will keep conditions wet.

Aviation...an upper ridge will prevail over the region through 
tonight. Continued strong westerly flow aloft. The low level flow will remain 
southerly or onshore. The air mass will remain moist but stable. 
Anticipate widespread ceilings in the 1-3k feet range along with areas of 
visibilities in the 3-5sm range due to rain and/or fog. The mountains will be 
obscured. 


Ksea...for the most part...expect ceilings to be mainly in the 1500 to 
2500 feet range today. Expect occasional VFR ceilings /aob 4k feet/ during the 
day. Winds will be southerly 8-13 knots.

Marine...onshore or southerly flow will prevail across the area 
through tonight. Expect a cold front to move across the region on 
Thursday. High pressure along the Washington coast and lower pressure east of the 
Cascades will result in light onshore or westerly flow on Friday.

Washington...Flood Warning remains in effect for the North Fork of the 
stillaguamish river east of the sunrise 530 landslide.
